2011 Council Cub Scout Growth Plan


1. Improving Cub Scout Retention (through training, advancement, camping, and unit service), our plan is (also share approx. timeline for action plans):

  1. Unit & District ownership to the Journey to Excellence Award – monthly roundtable “charts that talk”
  2. Separated member mailing upon unit re-registration
  3. Fall “Delivering the Promise” events throughout the council
  4. Welcome note to new members and families – improved communication


2. Improving Pack Retention:  Our plan is:

  1. Prompt follow-up with all unrenewed units to include filling out the unregistered unit report
  2. Direct mail letter to unit IH informing making them aware of their unit status and offering assistance to reorganize
  3. Commissioners focused on unit health indicators through JTE tracking and time spent helping struggling packs.


3. Improving New Cub Pack development:  Our plan is:

  1. Analysis of elementary schools without partnered packs and significant religious institutions without packs

4. Improving Cub Scout Recruitment:  Our plan is:

  1. Increased volunteer ownership -  Council coordinated membership growth campaign culminating in 9/15/11 school night to join Scouting in every elementary school.
  2. Increased recruitment trainings – utilize online meeting tools
  3. Planned follow-up fall recruiting campaign in Oct-Nov





2011 Council Boy Scout Growth Plan


Below are the action plans we will be implementing in 2011, to ensure the growth of Boy Scouting, using the four key components of growth.


1. Improving Scout Retention (through training, advancement, camping, and unit service), our plan is (also share approx. timeline for action plans):

  1. Unit & District ownership to the Journey to Excellence Award
  2. Separated member mailing upon unit re-registration to rejoin a troop and/or join Venturing and/or Exploring if the right age



2. Improving Troop Retention:  Our plan is:

  1. Prompt follow-up with all unrenewed units to include filling out the unregistered unit report
  2. Direct mail letter to unit IH informing making them aware of their unit status and offering assistance to reorganize




3. Improving New Troop development:  Our plan is:

  1. Analysis of packs without partnered troops and significant religious institutions without troops


4. Improving Boy Scout Recruitment:  Our plan is:

  1. Increased volunteer ownership
  2. Spring Peer-to-peer open house events in 5th and 6th grade rooms
  3. More access to tools (and online tools)
  4. Webelos transition is tracked weekly between Mid-Feb thru June 30 by youth name who transitioned and what troop they went to
  5. Formal focused spring & fall recruitment plans








2011 Council Venturing Growth Plan


Below are the action plans we will be implementing in 2011, to ensure the growth of Venturing, using  the four key components of growth.


1. Improving Venturing Retention (through training, advancement, camping, and unit service), our plan is (also share approx. timeline for action plans):

  1. Unit & District ownership to the Journey to Excellence Award
  2. Separated member mailing upon unit re-registration to rejoin and/or join Exploring


2. Improving Crew Retention:  Our plan is:

  1. Prompt follow-up with all unrenewed units to include filling out the unregistered unit report
  2. Direct mail letter to unit IH informing making them aware of their unit status and offering assistance to reorganize


3. Improving New Crew development:  Our plan is:

  1. Analysis of areas of need based on career/hobby survey and our own knowledge of where units should be to support young adults
  2. Significant religious institutions that may have a large youth program for youth ministry Venturing

4. Improving Venturer Recruitment:  Our plan is:

  1. Increased volunteer ownership
  2. Increased recruitment trainings by having regional Venturing trainings for units and therefore having more trained units
  3. More access to tools (and online tools)
  4. Formal focused spring & fall recruitment plans











2011 Council Exploring Growth Plan

Voyageurs Area Council

Below are the action plans we will be implementing in 2011, to ensure the growth of Exploring, using  the four key components of growth.


1. Improving Explorer Retention (through training, advancement, camping, and unit service), our plan is (also share approx. timeline for action plans):

Since there is no way to get a retention report, this is hard to answer 100% how the following will effect Explorer youth retention:

  1. Post ownership to the National Exploring Excellence Award
  2. Separated member mailing upon unit re-registration to rejoin and/or join Venturing


2. Improving Post Retention:  Our plan is:

  1. Prompt follow-up with all unrenewed units to include filling out the unregistered unit report
  2. Direct mail letter to unit IH informing making them aware of their unit status and offering assistance to reorganize


3. Improving New Post development:  Our plan is:

  1. Analysis of areas of need based on career/hobby survey and our own knowledge of where units should be to support young adults.

4. Improving Explorer Recruitment:  Our plan is:

  1. Increased volunteer ownership
  2. Increased focus on more schools conducting the career interest surveys, more school lunchroom talks and more school career fair visits More access to tools that are online for post leaders
  3. Formal focused fall recruitment plan
