Tour Plan

The National Council has changed the tour permit; it is now called a Tour Plan.  This new form replaces both the Local Tour Permit and the National Tour Permit and combines them into one.  Below you will find the Council's updated policy regarding this new Tour Plan.  For questions regarding the new Plan go to: Link

Voyageurs Area Council Tour Plan Policy for the Units

Tour Plans are to be completed by all Units when planning for local, national, or international adventure.

The plan helps to ensure that the unit is properly prepared, that qualified and trained leadership is in place, and that the right equipment is available for the adventure.


Tour Plans are to be filed for all trips that fall within the following parameters:

  • Trips of 500 miles or more
  • Trips outside of the council borders to property not owned by the council.
  • Trips to any national high-adventure base, National Scout Jamboree, National Order of the Arrow Conference, or regionally sponsored event
  • When conducting the following activities outside of council or district events:

               * Aquatics activities (swimming, boating, floating, scuba, etc)   

               *Climbing and rappelling

               *Orientation flights (process flying plan)

               *Shooting sports

               *Any activities involving motorized vehicles as part of the program (snowmobiles, boating, etc.)

  • When the council, district, or event request one.


The tour plan consists of a Tour Planning Worksheet and Tour Plan to be completed by the unit/contingent leadership. The Tour Plan Worksheet retained by the council. The Tour Plan is returned to the unit/contingent after approved, signed and stamped.

The Tour Plan Worksheet & Tour Plan must be submitted to the council 21 days prior to the trip to allow time for corrections. We cannot guarantee approval of applications submitted the week of the event.


The tour plan must be completed before approval. The following is required for approval:

  1. Type of Unit (Pack, Troop, Post, or Crew)
  2. Unit Number
  3. Town
  4. Dates of Trip
  5. Itinerary (where you are going)
  6. Type of trip
  7. Mode of Transportation
  8. Attendance (you must be specific about how many and remember two adults are required on all trips and outings. If you are Venture Crew that requires more specific attention to breakdown)
  9. Tour leader’s name
  10. Assistant tour leader’s name
  11. Signature of a Committee Chair or Charter rep.
  12. Signature of the tour leader
  13. Complete vehicle information
  14. All safety training requirements are filled in
  15. Name and phone number of point of contact person not on the tour.
  16. Insurance information


Make sure that you take the time to address all portions of the Tour Plan including all directions, blank lines and check boxes.


Special note about vehicle information

  1. All of the boxes MUST be filled in.  This includes insurance liability coverage amounts.
  1. The number of passengers listed must equal or exceed the attendance listed above.


A helpful hint for insurance information is to get all of the information from every possible driver in your unit.  Attach the list to your Tour Plan Application.  The vehicles and drivers listed will be approved for transporting passengers.

Requirements for qualified supervision, training, insurance, signatures etc. must be met before approval.

Please make sure that the writing is legible. This is especially important for faxed Tour Plans.

Please include the information on who is to receive the approved Tour Plan including daytime phone number or e-mail address and preference as to how it is to be returned (e-mail, fax, mail, picked-up).

If the person who needs to be notified of any issues with the Tour Plan is different from the above than please include their name and daytime phone number or e-mail address.
